If you are a new resident to Pennsylvania with an out-of-state driver’s license, you must obtain a PA driver’s license within 60 days of establishing your residency. To apply for a non-commercial driver’s license, you must appear in person at one of the DMV’s Driver License Centers. Once you apply, you are required to give up your out-of-state driver’s license before the Department of Transportation can issue you an in-state license. After applying, you will need to take a vision screening test, and you should have a completed “Form DL-180R” prepared, as well. You will also need to provide proof of residency in Pennsylvania and your Social Security card.
Understanding In-State License Requirements
Although it is not mandatory for applicants with an out-of-state driver’s license that is either valid or within six months expired to read “The Pennsylvania Driver’s Manual,” this manual is designed to help applicants become safer drivers, is very beneficial, and will help keep drivers out of unnecessary accidents.
*If you have lived in Pennsylvania previously and are now returning, you must still meet all of the requirements when applying for an in-state license.
Keep in mind that all documents must show the same name and date of birth. If all documents aren’t consistent, additional documentation must be presented such as a marriage certificate or Court Order of name change. It is also important to remember that an out-of-state learner’s permit cannot be transferred to Pennsylvania along with a license that has expired more than six months ago. In both cases, you must reapply for a “Pennsylvania Learner’s Permit” and complete the entire process (knowledge and skills tests) in order to obtain an in-state license.
